So is the anti-war movement as thousands of college students across the US drop out and protest in the streets on and around University campuses. President Nixon declared a "state of emergency" which authorized federal authorities to detain persons judged to be a "risk to internal security". In one instance, National Guardsmen fired into a crowd of unarmed, protesting students on the campus of Kent State University of Ohio, killing four.  The documentary follows the fate of roughly 15 detainees – who were arrested for voicing anti-war and anti-government rhetoric during the protests.
